The Central Government Agencies Total Staffers Law contains 11 articles and was promulgated by the President on 3 February 2010. The essential points are: 1) To provide for the goals of enacting this law (Article 1) 2) To specify that this law applies to the government agencies at first level, and the subordinate agencies at various levels; and to define the meaning of the ‘government agencies at first level’ and the ‘subordinate government agencies under the government agencies at first level’(Article 2) 3) To specify that the staffers referred to under this law contains five categories; and to provide for a list of these five categories staffers (Article 3) 4) To specify that the total staffers of all government agencies shall be 173000; and to provide for the respective numbers of five categories staffers (Article 4) 5) To provide for the methods of assigning staffers to, other than the Judicial Yuan, government agencies at first level and their subordinate government agencies (Article 5) 6) To specify that the government agencies shall properly assign staffers with various grades, and shall stipulate a personnel structure chart (Article 6) 7) To specify that for a government agency's business operation transferring to other agency or local government, that retirement and separation pay of the incumbent staffers shall be processed along with transfer of business operation or related provisions (Article 7) 8) To specify that each government agency shall periodically appraise the performance of manpower under its supervision (Article 8) 9) To specify that the Executive Yuan shall designate a responsible agency or an unit to be in charge of the number of the various agencies' staffers (Article 9) 10) To specify that the Executive Yuan may, not at a fixed period, offer favorable treatment to staffers, their term of office is limited only, encouraging them to leave office (Article 10) 11) To specify that the effective date of this law shall be stipulated by the Executive Yuan in conjunction with the Examination Yuan.(Article 11)(11 provisions, p.55-59)
